A lot of the stuff on the market isn’t meant for shorter people, but there are some bike producers that make bikes for shorter people, like Scott and Bike Friday, which I would recommend either or.

You can try BMX bikes, most of them have short frames and short handles. It’s comfortable to ride and looks cool too.

You can try Mangoose Bikes. They have wide catalogue, which would suit short riders and they look trendy.

Try Kids bike. All manufacturers provide frame sizes from S size. Think that would suit your brother.

Mangoose is the best brand for short people. I remember riding my first mangoose, when i was young. It looks cool and handles well. And is available throughout the world.
